    A Pilot in 10 Economies

    The Benchmarking Public-Private Partnerships Procurement 2015 report aims to support and enhance the decisions that feed into policy-making by highlighting key aspects of a country’s PPP legal and regulatory framework. The project that the report is based on follows the successful approach undertaken by the World Bank Global Indicators Group, which, with its Doing Business project, has a recognized track record of measuring a country’s laws and regulations and leveraging reform. The Doing Business project assesses the business climate of 189 economies against recognized good practices.     Electricity Utility Management Contract in Africa: Lessons and Experience from the Tanesco-NETGroup Solutions Management Contract in Tanzania, 2002-06

    This paper reviews the context in which the management contract for Tanesco took place, the goals of the contract, and the evolution of key performance indicators under the contract. The paper draws the key lessons of this experience which include successful outcomes from this type of contracts depend on broader power sector reform, effective regulation, reducing information asymmetry between the government and the contractor, adequate cost-effective generation planning ad procurement, and contract incentives need to reflect not only financial and technical goals but also customer service and access.

    Tapping the Markets

    Opportunities for Domestic Investments in Water and Sanitation for the Poor

    This book examines private sector provision of piped water services and on-site sanitation services in rural areas and small towns. For rural piped water, it assesses enterprises in Bangladesh, Benin, and Cambodia; for on-site sanitation, it assesses enterprises in Bangladesh, Indonesia, Peru, and Tanzania. In each country, the study examines the preferences and circumstances of poor households and the performance of enterprises that provide services directly to them. It examines commercial and investment climate factors that may affect enterprises’ actual or perceived costs and risks, driving their decisions about increasing investment in their business.
